Paul C. Balan is a Filipino-American artist and the first Filipino and Asian coin designer for the United States Mint. Born in Paete, Laguna, Philippines, a town known for its rich artistic heritage, he studied Fine Arts at the University of Santo Tomas before migrating to the U.S. in 2002. Starting with humble jobs, Balan continued to pursue his art, creating murals, sculptures, and paintings, including a large 18 x 24-foot piece interpreting the Philippine National Anthem.
His dedication led him to join the United States Mint’s Artistic Infusion Program in 2008, where his designs have been featured in various U.S. coin series, including America the Beautiful, as well as prestigious Congressional programs.

Balan’s art bridges traditional Filipino and contemporary Western influences, reflecting themes of faith, spirituality, and cultural identity.

His designs for coins and medals have earned him international recognition, while his broader body of work continues to be exhibited in galleries across the U.S. As a talented sculptor and painter, Balan’s contributions to numismatic art and his ongoing journey in the art world make him a prominent figure, inspiring future generations of artists worldwide.
